In the 2025 FLC Executive Board election, voting members* approved an amendment to the FLC Bylaws to increase the Members-at-Large to four from the current two, bringing the total Executive Board members from 14 to 16. This amendment passed with over 90% approval.
Voters also elected eight leaders to the FLC Executive Board and as Deputy/Regional Coordinators:
Chair — Whitney Hastings, HHS
Vice Chair — David Lee, DOD
Mid-Continent Regional Coordinator — Nick Velasquez, DOE
Mid-Continent Deputy Regional Coordinator — Gabe Mounce, DOD
Northeast Regional Coordinator — David Zimmerman, DOE
Northeast Deputy Regional Coordinator — Jordan Mizerak, DOD
Southeast Regional Coordinator — Sharon Soucek, HHS
Southeast Deputy Regional Coordinator — Kristine Moes, VA
These newly elected and returning leaders will serve a two-year term from October 1, 2025, to September 30, 2027.

Under 15 U.S.C. 3710(e)(2) and (3) and the FLC Bylaws Article VI, only Designated Agency Representatives and Laboratory Representatives may vote. Eligibility for election as a nationally elected officer shall be limited to laboratory representatives, agency representatives, and Consortium participants (i.e., people who work at FLC member labs in the broad area of technology transfer).
