FLC Announces Results of 2025 Executive Board Election

(WASHINGTON, DC — May 19, 2025) - The Federal Laboratory Consortium for Technology Transfer (FLC) held an election for open seats on its 2025 Executive Board, regional leadership positions, and a proposed bylaw amendment, announced during its National Meeting today.

Eight positions and the proposed amendment were on the ballot, for election by designated agency and laboratory representatives. Each year, votes are cast for the FLC Executive Board and new policies that shape the strategy and direction of the organization.

The winners of this year’s elections will serve for a two-year term, from October 1, 2025 – September 30, 2027. Eligibility for election as a nationally elected officer is limited to laboratory representatives, agency representatives, and Consortium participants (people who work at FLC member labs in the broad area of technology transfer).

FLC’s Finance Officer and Nominating Committee Chair, John Bittman, from the National Institute of Standards and Technology, announced the following results:

Proposed Bylaw Amendment: Approved

The voters approved the proposed FLC Bylaw Amendment to increase the Members-at-Large on the FLC Executive Board from two to four, and the total membership from 14 to 16.

Chair of the FLC: Whitney Hastings, HHS

Whitney Hastings is a Senior Technology Transfer Manager at the National Cancer Institute for the National Institutes of Health (NIH). Whitney has 17 years of experience leading numerous technology transfer initiatives at NIH and at the Food and Drug Administration. She has served FLC as the Awards Program Chair, Promote Committee Chair, Executive Board Vice Chair, and, since 2023, the Executive Board Chair.

The Chair serves as the FLC chief executive and leads the Executive Board and the activities of the FLC.

Vice Chair of the Executive Board: David Lee, DoD

David Lee is a Technology Transfer (T2) Associate within the U.S. Army Combat Capabilities Development Command Armaments Center (DEVCOM AC). David has served as a Northeast Regional Coordinator for the FLC Executive Board since 2019.

The Vice Chair assists the Chair in the operations of the FLC and leads in planning activities.

Mid-Continent Regional Coordinator: Nick Velasquez, DOE

Nick Velasquez is the Manager of Global & Nuclear Security Partnerships at Sandia National Laboratories, part of the National Nuclear Security Administration. This will be his first term serving on the FLC Executive Board.

Regional Coordinators maintain liaison between the Executive Board and the Consortium Members in their respective regions, and keep the Executive Board advised on regional matters and issues. They also serve as a point of contact and referral agent for Consortium Members within the region and for the public and private sectors.

The FLC’s Mid-Continent Region includes Arkansas, Colorado, Iowa, Kansas, Missouri, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming.

Mid-Continent Deputy Regional Coordinator: Gabe Mounce, DoD

Gabe Mounce is the Director of the Technology Engagement Office for the Air Force Research Laboratory. He is a Colonel in the Air Force Reserve and the Co-Founder and Strategic Advisor of SpaceWERX, the U.S. Space Force’s Commercial Innovation office. This will be Gabe’s first term serving on the FLC Executive Board.

Deputy Regional Coordinators assist the Regional Coordinators in their responsibilities and represent their region in the absence or unavailability of the Regional Coordinators.

Northeast Regional Coordinator: David Zimmerman, DOE

David Zimmerman is the Strategic Partnership Officer at the Princeton Plasma Physics Laboratory (PPPL). He has been active in FLC since joining PPPL and will be serving his first term on the Executive Board.

The FLC’s Northeast Region includes Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, and the U.S. territory of Puerto Rico.

Northeast Deputy Regional Coordinator: Jordan Mizerak, DoD

Jordan Mizerak is a Senior Technology Manager at MIT Lincoln Laboratory and leads the Intellectual Property and Technology Valuation team within the Technology Transfer Office. He will be serving his first term with the FLC Executive Board.

Southeast Regional Coordinator: Sharon Soucek, HHS

Sharon Soucek leads the Office of Technology Transfer at the National Institute of Environmental Health Sciences. She has been involved with the FLC since 2016, including serving in this same role for the previous term.

The FLC’s Southeast Region includes Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee.

Southeast Deputy Regional Coordinator: Kristine Moes, VA

Kristine Moes is a Department of Veterans Affairs Field Technology Transfer Specialist for VA medical centers throughout Florida. She is also returning to this position for a second term.
