Privacy Policy and Terms of Use

Welcome to the Federal Laboratory Consortium for Technology Transfer (FLC) Green Book app (“the App”). The App provides a searchable reference of statutes, regulations, executive orders, policies, and guidance related to federal technology transfer. Content is drawn from publicly available sources and updates dynamically.

The App is provided free of charge and is available for informational and educational purposes.

By accessing or using the App, you agree to the following terms.

1. Acceptance of Terms

By using the App, you agree to this Privacy Policy and Terms of Use. The FLC may update these terms periodically. The current version will be posted within the App. Continued use of the App constitutes acceptance of any updates.

2. Description of Service

The App provides:

  • A searchable reference library of federal technology transfer authorities and policies
  • Content that updates from live public sources
  • A chatbot that assists users in locating and navigating Green Book content

The App does not require user registration or login credentials.

3. No Legal Advice

The App provides general reference information only. It does not provide legal advice, policy determinations, or official interpretations.

Users should consult their agency counsel, contracting office, or appropriate authority before relying on any statute, regulation, or policy for official use.

4. Information We Collect

The FLC does not require users to create an account and does not collect personally identifiable information for access to the App.

Automatically Collected Information

The App does not use third-party analytics services. Limited technical information (such as device type, operating system, and App version) may be processed by the App solely to support basic functionality and performance. This information is not used to identify users.

Chatbot Data

Text entered into the chatbot is processed to generate responses.

  • Chat history is stored locally on the user’s device.
  • Chat history remains until the user clears it.
  • Chat content is not transmitted to the FLC for storage.
  • Users should not enter:
    • Controlled Unclassified Information (CUI)
    • Export-controlled data
    • Proprietary or confidential information
    • Personally identifiable information (PII)
    • Classified or sensitive information

The chatbot is provided as a navigation aid only.

We do not sell, share, or monetize user data.

5. Intellectual Property and Public Domain Notice

App Design and Compilation

The App’s compilation, structure, interface, and original content are the property of the Federal Laboratory Consortium.

Government Source Materials

Underlying statutes, regulations, executive orders, and other U.S. Government documents are in the public domain unless otherwise noted. Such materials are used consistent with their public domain status.

Permitted Use

Users may use App content for personal, educational, and non-commercial purposes. Redistribution of the App’s compiled structure or interface for commercial use requires written permission from the FLC.

6. Accuracy and Availability

The FLC makes reasonable efforts to ensure content is current; however:

  • Live source updates may lag.
  • Errors or omissions may occur.

The App is provided “as is” without warranties of any kind. The FLC does not guarantee completeness, accuracy, or timeliness.

7. Limitation of Liability

To the maximum extent permitted by law, the FLC and its employees, contractors, and partners shall not be liable for any direct, indirect, incidental, consequential, or special damages arising from:

  • Use of the App
  • Reliance on App content
  • Inability to access the App
  • Errors in statutes, regulations, or chatbot responses

8. Chatbot Use

The chatbot is an assistive search and navigation tool.

  • It does not provide legal determinations.
  • It may generate incomplete or imperfect responses.
  • It should be used as a starting point for research, not as an authoritative source.

Users are responsible for verifying all information against official sources.

9. Accessibility

The FLC is committed to providing an accessible digital experience. The App is designed to align with Section 508 of the Rehabilitation Act and applicable WCAG accessibility standards to ensure access for individuals with disabilities.

10. Security

The FLC uses reasonable administrative and technical safeguards appropriate for a public reference application. However, no system can guarantee absolute security.

11. Governing Law

This agreement is governed by applicable U.S. federal law. Venue for any claims shall lie in the United States.
