Results of the FLC Impact and Engagement Survey

In the spring of 2025, the FLC conducted a survey to help shape the organization’s next strategic plan. The goal: to better understand what our community needs, values, and expects from the FLC.

The Impact and Engagement Survey was sent to the entire FLC community. At the annual Town Hall Meeting during the virtual National Meeting, FLC Executive Director Paul Zielinski, Executive Board Chair Whitney Hastings, then-Vice Chair David Kistin, and Host Agency Representative John Bittman led attendees through the survey and discussed results in real time.

First, we aimed to understand how our community engages with the FLC and which programs and resources are most valuable.

  • The most used or attended FLC program is the National Meeting, with 20% of respondents saying they participated in a National Meeting. Educational webinars (16%), FLC communications (11%), and informational resources (11%) were the next biggest responses.
  • Nearly half (45%) of the respondents said they turned to the FLC for education, followed by networking (29%), resources (18%), and cross-government support (8%).
  • Similarly, 48% of respondents said that in-person was the best format for educational and networking events, with just 15% saying virtual settings were better.

The next set of questions focused on initiatives in the coming years to ensure that the FLC continues prioritizing what matters most to our community.

  • Most (57%) of respondents said a credentialing program in federal T2 would be valuable.
  • Exactly two-thirds (67%) of respondents said they needed more agency-specific information from the FLC.
  • An overwhelming majority of respondents (70%) believe the FLC should focus more on both national and regional ecosystem initiatives.
  • On a question asking if the FLC should focus more on general ecosystem initiatives or specific technology area initiatives, it was nearly split (54% technology, 46% ecosystem).

Finally, we asked how the FLC can best serve you and where we can provide the most value.

  • A third (33%) of respondents and 31% of respondents, respectively, said funding and changing policies were most likely to have the biggest impact on T2 over the next decade. In a close third, the topic of artificial intelligence received 24% of votes.
  • When asked what keeps them from participating more with the FLC, 60% of respondents cited a lack of time to do so, with 24% saying they need more information about what the FLC offers.
  • Finally, 41% of respondents say that an increase in industry partnerships and networking opportunities would help them get more value from the FLC. The remaining 59% either want more targeted communications about opportunities from the FLC (26%), more virtual resources (19%), or new programming and services (14%).

Based on this feedback, we have launched a new member outreach campaign to address communications challenges reflected in the survey, and more plans and initiatives are in progress.
