The Stevenson-Wydler Technology Innovation Act of 1980 (P.L. 96-480) created the Office of Research and Technology Applications (ORTA), an organizational structure currently in place in federal laboratories in the United States.
Over time, the abbreviation "ORTA" has come to stand for people who carry out the organization's duties. In order to facilitate and coordinate technology transfer, all laboratories with 200 or more scientific, engineering, or related technical roles are required by law to have at least one full-time employee working for the ORTA.
