DoD seeks academic partners to assess impact of its policies on T2
The Department of Defense (DoD) is reaching out to its academic colleagues for assistance in assessing the DoD's contracting and intellectual property (IP) management policies and their effects on the commercialization and innovation in dual-use technologies.
The Office of the Under Secretary of Defense (Research & Engineering) issued a Request for Information on assessing the transition of DoD-originated dual-use technology, specifically targeting colleges and universities with business or law schools that have economics and IP expertise. The most recent conference report of the National Defense Authorization Act (NDAA) called for a review and assessment of DoD policies related to dual-use technologies—those that enhance the effectiveness of DoD forces and systems and also support the national economy.
The review is intended to assess whether current DoD policies and practices limit commercialization and innovation in dual-use technology, as well as alternative strategies to accelerate commercialization and innovation related to dual-use technology. The Request for Information is intended to identify academic organizations that are capable of conducting this assessment. No security clearance is required. Responses are due on September 18, 2020.
