Gears of Government recognizes Lab-to-Market teams

The FLC would like to congratulate the Lab-to-Market (L2M) Strategy Teams for being added to the Hall of Winners for the 2020 Gears of Government Awards.



The Gears of Government Awards recognize individuals and teams across the federal workforce whose dedication supports exceptional delivery of key outcomes for the American people, specifically around mission results, customer service, and accountable stewardship.



The President’s Management Agenda (PMA) communicates a long-term vision for modernizing the federal government, and includes Cross-Agency Priority (CAP) goals targeting 14 specific areas for interagency collaboration to effect change that the public can easily track. Lab-to-Market (L2M) is one of those areas.



The L2M CAP focus is to promote US economic growth and national security by improving the transfer of federally funded innovations from the laboratory to the private sector. This CAP goal is organized around five key strategies:




  1. Identify regulatory impediments and administrative improvements in federal technology transfer policies and practices;

  2. Increase engagement with private sector technology development experts and investors;

  3. Build a more entrepreneurial R&D workforce;

  4. Support innovative tools and services for technology transfer; and

  5. Improve understanding of global science and technology trends and benchmarks.



The L2M strategy teams developed effective programs to streamline regulatory and administrative burden, increase private sector engagement, and improve innovative technology transfer tools and services. The award winners are recognized for their outstanding contributions and leadership in effectively organizing cross-agency teams to deliver results that will serve the American people.



The L2M CAP Goal is co-led by the U.S. Department of Commerce (DOC) via the National Institute of Standards and Technology (NIST) and the White House Office of Science and Technology Policy (OSTP). The strategy team leaders who received this prestigious honor include FLC Chair John Dement, FLC Finance Officer Courtney Silverthorn, and FLC members Mark Rohrbaugh, Mojdeh Bahar, and Matthew McMahon.
