FLC Announces Results of 2026 Executive Board Election
(WASHINGTON, D.C. – May 18, 2026): The Federal Laboratory Consortium for Technology Transfer (FLC) held an election for open seats on its 2026 Executive Board and regional leadership positions, announced during its National Meeting last week.
Eight positions were on the ballot for election by designated agency and laboratory representatives. Each year, votes are cast for the FLC Executive Board that shape the strategy and direction of the organization.
The winners of this year’s elections will serve a two-year term, from October 1, 2026, to September 30, 2028. Eligibility for election as a nationally elected officer is limited to Consortium Participants (those who work at FLC member agencies and labs in the broad area of technology transfer).
FLC’s Host Agency Representative and Nominating Committee Chair, John Bittman, from the National Institute of Standards and Technology (NIST), announced the following results:
Members-at-Large: Steve Ferguson, HHS, and Adam Lucht, DoW
Steve Ferguson is a Special Advisor at the National Institutes of Health (NIH) Office of Technology Transfer, where he has worked since 1990. The biomedical technology transfer program at NIH is one of the world’s largest, with a portfolio that includes over 2,000 active licenses with aggregate sales greater than $10B per year. Steve hosts the Tuesday Licensing Forum online discussion group for the FLC and has served previously as both an FLC Laboratory Representative and FLC Agency Representative.
Adam Lucht is the Director of the Office of Research and Technology Applications (ORTA) at U.S. Cyber Command (USCYBERCOM), where he leads the transition of advanced research into operational capabilities. Under Adam’s guidance, ORTA has expanded its engagement with both traditional defense contractors and non-traditional partners, ensuring that emerging technologies are effectively integrated into USCYBERCOM’s mission.
Far West Regional Coordinator: Stephen Crutchfield, DoW
Stephen Crutchfield is the Deputy of the Naval Information Warfare Center (NIWC) Pacific Technology Transfer (T2) Office. The NIWC Pacific T2 Office’s mission is to support NIWC Pacific’s mission and carry out T2-related Federal statute and Department of War (DoW), Navy, and NIWC Pacific policy. Stephen has been an FLC Mentor and a member of the FLC Facilitate Committee since 2024.
Regional Coordinators maintain liaison between the Executive Board and the Consortium Members in their respective regions, and they keep the Executive Board advised on regional matters and issues. They also serve as a point of contact and referral agent for Consortium members within the region and for the public and private sectors.
The FLC’s Far West Region includes Alaska, Arizona, California, Hawaii, Idaho, Nevada, Oregon, and Washington.
Far West Deputy Regional Coordinator: Michael Riccio, NASA
Michael Riccio is a Program Specialist with the National Aeronautics and Space Administration (NASA) Ames Research Center Technology Transfer (T2) Office, where he supports both core T2 operations and strategic outreach initiatives. He also serves as part of the NASA T2X team, leading efforts to expand the agency’s presence within regional and national innovation ecosystems. The FLC played a formative role in Michael’s own development as a technology transfer professional, and he aims to give back to the organization in this position.
Deputy Regional Coordinators assist the Regional Coordinators in their responsibilities and represent their region in the absence or unavailability of the Regional Coordinators.
Mid-Atlantic Regional Coordinator: Amanda Corbel, HHS
Amanda Corbel is the Senior Manager, Innovation and Partnerships, at the Frederick National Laboratory for Cancer Research, the only national lab exclusively devoted to biomedical research. She has been an active member of the FLC since 2020 and will be serving her second term as Mid-Atlantic Regional Coordinator. Amanda has led the Federal Laboratory Education Accelerator (FLEX) program for the FLC since its launch in 2021.
The FLC’s Mid-Atlantic Region includes Delaware, Maryland, Pennsylvania, Washington, D.C., Virginia, and West Virginia.
Mid-Atlantic Deputy Regional Coordinator: Christie Canaria, DOC
Christie Canaria is the Industry Engagement Lead for the NIST Technology Partnerships Office, where she works across federal laboratories, academic institutions, and commercial partners to strengthen pathways for technology adoption, partnership development, and innovation ecosystem growth. Christie has been an active member of the Federal Laboratory Consortium, including service as Chair of the Industry Engagement Subcommittee in 2022.
Midwest Regional Coordinator: Meghan Sheehan, EPA
Meghan Sheehan is the Acting Program Manager of an ORTA for the entire Environmental Protection Agency (EPA), a Certified Licensing Professional, and a registered patent attorney. At the EPA, Meghan’s roles include invention mining and marketing, and sourcing strategic partners for invention development. She previously served as an FLC Midwest Deputy Regional Coordinator and is an active member of FLC’s Awards and Facilitate Subcommittees.
The FLC’s Midwest Region includes Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.
Midwest Deputy Regional Coordinator: Joshua Laravie, DoW
Joshua Laravie is the Lead Technology Transfer Specialist, ORTA, for the Aerospace Systems Directorate in the Air Force Research Laboratory. He currently collaborates with stakeholders to provide mission support for the Directorate in the areas of technology transfer, intellectual property, and domestic partnering. He has co-facilitated T2 IP commercialization and marketing trainings at two FLC National Meetings.
