Summary: The application of rate-activated tethers for helmet suspension systems is specifically addressed in US Patent Application 16/295,101 – “Rate-Activated Helmet Suspension” (ARL docket 18-07), which is an unpublished patent application and not currently in the public domain. The regulatory authority for CCDC ARL to grant licenses (37 CFR 404.4) requires that “federally owned inventions shall be made available for licensing as deemed appropriate in the public interest and each agency shall notify the public of these available inventions.” Because public notice has not been provided either through official announcement or publication of the patent application, and given the potential for this invention to positively impact the health and safety of the US warfighter as well as the general public, this notice shall serve as public notification that CCDC ARL is making the invention available for non-exclusive licensing in order to best serve the public interest.
