Since its formal charter by the Federal Technology Transfer Act of 1986, the FLC has set in place organizational bylaws for all members and participating members to acknowledge and adhere by for the organization to function successfully.

The FLC Bylaws state exactly how the FLC operates and clearly define the following:

• The size of the FLC Executive Board and how it will function
• Roles and duties of Board members, committees, and regional officers
• Rules and procedures for holding meetings, electing Board members, committee chairs, and regional officers
• Conflict-of-interest policies and procedures
• How agency funds will be distributed
• Other essential organizational governance matters.
