Naval Information Warfare Center (NIWC), Pacific is the U.S. Navy's research, development, test and evaluation, engineering and fleet support center for command, control and communication systems and ocean surveillance. NIWC Pacific provides information resources to support the joint warfighter in mission execution and force protection. NIWC Pacific was established June 1, 1940 as the Navy's first West Coast laboratory. It is headquartered in San Diego, Calif., with other sites at Pearl Harbor, Hawaii; Barrigada, Guam; Yokosuka, Japan; Philadelphia, Pa. The Center employs 4,300 civilian and military personnel, the majorityare engineers, scientists and technicians developing technology to meet the Navy's information requirements of the future and providing Fleet support to keep current information systems running.

NIWC Pacific leads the Navy from concept to capability through research, development, delivery, and support of integrated C4ISR, cyber, and space systems across all warfighting domains.

The Environmental Test Facility (ETF) provides non-isolated shock testing for stand-alone equipment and full size cabinets under MIL-S-901D specifications. The ETF also provides vibration testing IAW MIL-STD-167A and MIL-STD-810G. MIL-STD-810G is also used for guidance in the Temperature and Humidity testing that the ETF performs.

SSC Pacific is approved as a Class HI Shock test facility with a Medium Weight shock testing machine. NAVSEAINST 9491.1C. The ETF provides post-test analysis of test results and post mortem evaluation of equipment.

The High Assurance Internet Protocol Encryption (HAIPE) TestLaboratory develops and maintains HAIPE, IPMEIR, and NATO NINE interoperability specifications and Management Information Bases (MIBs). In addition, the HAIPE Lab develops and maintains software test tools in order to verify requirement conformance of industry produced HAIPE products. The HAIPE Lab also conducts PEER-to-PEER HAIPE device testing in a network environment to provide an additional level of conformance and confidence in device interoperability.
