FLC Introduces Notice of Intent to License Tool to FLC Business

The FLC is excited to announce the recent launch of its Notice of Intent to License tool in FLC Business. The addition of the Notice of Intent to License tool provides federal laboratories with an even-more comprehensive platform to market their available technologies and resources to the public. Laboratory Representatives can now easily post and share their available technology license notices for innovators to view and engage interest through a one-stop shop site. 

Purpose of Notice of Intent to License Tool

Federal laboratories are required by law to publish a notice of proposed exclusive licenses of available technologies. The purpose of the publication is to provide an opportunity for public comment. Comments generally must be received within 15 days from the publication date of the notice. Comments are submitted directly to the federal laboratory and are reviewed accordingly.

With the addition of Notices of Intent to License technologies to FLC Business, Laboratory Representatives can manage all of their laboratory resource data in one place, making it easier for innovators to explore the full scope of the laboratory’s resources.  

How to Add a Notice of Intent to License 

Laboratory Representatives looking to add a Notice of Intent to License in FLC Business should follow these steps: 

  1. In order to access the Notice of Intent to License tool, you must login to federallabs.org. Click “Login” in the top gray navigation bar on the site and follow the steps on the login page. To obtain a username and password, email support@federallabs.org.
  2. Use the search function of FLC Business to find the relevant laboratory.
  3. Once you have arrived on the relevant laboratory’s FLC Business page, scroll down to the Available Technologies tab. You will notice that the data-type tab layout has been updated.
  4. Click the Available Technologies tab.
  5. On the Available Technologies page, use the search bar or scroll through the list of technologies to find the relevant technology.
  6. Select the technology listing.
  7. Scroll down the listing until you see the “Intent to License” button.
  8. Select the button. A pop-up form will appear.
  9. Now you are ready to upload your Notice of Intent. You will see the name of the laboratory and technology on the form. Complete the form fields, including the name of license, summary, dates, address, and contact information. You also have the option to upload a PDF file. If you need help uploading the notice, refer to the contact information on the right side of the form.
  10. Click “Submit” when you are finished filling out the form.

You will receive a confirmation email after you submit your notice.

After you have submitted the notice, it can be viewed in the laboratory’s FLC Business page by selecting the “Notices” tab. You may need to refresh your browser to view the notice.

How to View All Notices

Follow these steps to view all notices that have been submitted in the Notice of Intent to License tool:

  1. Visit federallabs.org.
  2. Hover over the “FLC Business” menu item at the top of the page.
  3. Select “Notice of Intent to License” from the FLC Business dropdown menu.

Notices can be filtered by publish date and agency. New and active notices can be viewed by selecting the “Newest” tab. Select the title of a notice to view the details. To learn more about an active notice or technology, select the “Send Inquiry” button at the bottom of the notice.

To view expired notices, select the “Archived” tab from the main menu.
